Zoning Bylaw

From Vision to Approval

The Zoning Bylaw regulates how land and buildings can be used in Trail.

It sets the rules for development on private property and helps ensure that land uses are compatible, safe, and aligned with the City’s long-term plans.

What Zoning Means

very property in Trail is assigned a zone (for example: Residential, Commercial, Industrial, etc.).

Each zone includes a set of regulations that define what can be built, residential densities if applicable, and how land can be used. Further, zoning can regulate building/structure form and character through siting regulations.

Zoning is one of the main tools the City uses to manage growth and development.

The Zoning Bylaw is adopted under the Local Government Act.

This legislation gives municipalities the authority to regulate land use through zoning bylaws and other planning tools.

Under the Local Government Act:

  • Local governments can divide land into zones and set regulations for each zone
  • Zoning must be consistent with the Official Community Plan
  • Zoning can regulate use, density, building size, and location

This framework ensures that zoning decisions are made in a consistent and legally enforceable way across the province.

The Zoning Bylaw includes rules for:

  • Principal Permitted uses (what activities or buildings are allowed)
  • Building size and height
  • Setbacks (distance from property lines)
  • Lot coverage and density
  • Parking and access requirements
  • Accessory uses, such as suites or home-based businesses

These regulations help ensure that development fits within its surrounding neighbourhood.
