Building Permits

Building permits help ensure construction in the City of Trail is safe, meets the BC Building Code, and complies with municipal bylaws.

The City of Trail will begin providing in-house building permit and inspection services starting November 1. This new online system will replace previous services provided through the Regional District. Please check back for further updates.

You typically need a building permit if you are:

  • Constructing a new building
  • Adding to or altering an existing building
  • Changing the use or occupancy of a space
  • Installing a retaining wall
  • Completing structural, plumbing, or mechanical work
  • Finishing a basement or building a deck
  • Installing fireplaces, pools, or accessory buildings

Some minor work may not require a permit, such as: 

  • Painting or interior finishes 
  • Roof replacement (no structural changes) 
  • Small accessory structures below size thresholds
  • Fences (subject to zoning requirements)

Current building applications can be found here and submitted directly to the Regional District of Kootenay Boundary.

Through the online system, you will be able to:

  • Upload drawings, plans, and supporting documents
  • Track the status of your application
  • Receive updates from City staff
  • Request inspections once your permit is issued

    • Final approval confirms compliance
  7. Inspections

Inspections are required at specific stages of construction to ensure work meets approved plans and regulations.

Common inspection stages include:

  • Footings and foundation
  • Framing
  • Plumbing and mechanical
  • Insulation and vapour barrier
  • Final inspection / occupancy
