The Financial Services Department manages the City’s financial affairs and ensures the integrity, accountability, and transparency of all municipal financial operations.
The department provides financial planning and support to Council, the organization, and the public, and is responsible for financial administration, reporting, and revenue collection, including:
Preparing and administering the City’s annual operating and capital budgets.
Developing long-term financial plans.
Producing statutory financial statements and reports in accordance with provincial legislation.
Billing and collecting property taxes and utility fees.
Processing municipal revenues and maintaining financial records.
Managing accounts payable and accounts receivable functions.
Administering payroll services.
Providing front-line customer service for financial transactions and services, including dog licences, transit passes, and other permits and licences.
Developing, implementing, and enforcing financial policies and internal controls.
Managing financial risk and safeguarding municipal assets.
Providing financial information and analysis to support decision-making.
The Department is led by the Chief Financial Officer and is comprised of a Deputy Chief Financial Officer, Payroll Accounting Clerk, Taxation and Utilities Clerk, and an Accounts Payable Clerk.
