Trail City Council has agreed to retain the services of Davies Park & Associates Inc. doing business as Leaders International Executive Search (“Leaders”) to conduct the recruitment process for the City’s new Chief Administrative Officer (CAO) and Chief Financial Officer (CFO). Leaders will commence work immediately with a view to complete the CAO recruitment within 12 weeks. The City’s 2021 Budget includes funding for the work with a contract value of $45,000 plus applicable taxes, fees and charges for the CAO recruitment, with the remaining fee of $35,000 for the CFO recruitment to be allocated in 2022. A committee of Council, including Mayor Pasin and Councillors Butler, Jones and Santori conducted the review of the 11 proposals received as part of selecting the successful proponent to the Request for Proposal (RFP) issued June 15, 2021 and closing on July 9, 2021..
As part of the RFP, evaluation criteria were established that included firm experience, methodology, guarantee and budget. It was the view of the review committee that pricing would not be the determining factor given the recruitment of the CAO is a critical position within the organization. The review committee determined that Leaders provided the highest and best value of professional experience in recruiting senior management positions in like-sized municipalities.
