Your participation ensures the updated OCP reflects the values, priorities, and aspirations of all Trail residents.

Purpose

The City of Trail’s current OCP was adopted in 2001. Since then, Trail has experienced significant changes in population, economy, and environmental priorities. The community’s needs, values, and aspirations for growth and development have also evolved.

As a result, an updated OCP is needed to reflect the community’s current long-term vision, goals, and objectives. The revised OCP will:

• Incorporate climate action and sustainability goals,
• Provide clear direction for land use and development,
• Be technically sound, visually accessible, and user-friendly, and
• Comply with all legislative requirements under the Local Government Act.

The process includes meaningful engagement with residents, businesses, government agencies, and community organizations to ensure the new OCP reflects the shared values and aspirations of Trail.

Engagement

• An Official Community Plan (OCP) is used as a policy tool by local governments for land use planning. The OCP provides certainty regarding the location and nature of community change to residents and land owners, and serve to guide Municipal Councils when making decisions about development, zoning, and services to accommodate growth.
• The OCP can improve local commercial, industrial and residential areas, and provide the assurance neighbourhoods need to retain attractive and stable living environments.
• OCPs are prepared and adopted within the statutory provisions of the Local Government Act. The Local Government Act prescribes the general content of the OCP and sets out the process for adopting a Plan. 

Past engagement summary

• On December 4, 2025, the City closed the second official survey of the OCP renewal project.
• On November 17, 2025, the City hosted an Open House at the Trail Aquatic and Leisure Centre, attended by more than 140 individuals. Together, attendees reviewed early policy directions and provided feedback on the emerging OCP framework and preliminary draft document.
• In 2024, the City hosted an Open House and initial survey to introduce the project, share background information, and gather initial community feedback on key issues and priorities.

• Input received from residents, stakeholders, and community groups has been summarized in the “What We Heard” Report, which identifies the themes, opportunities, and challenges that will help guide the next stages of OCP development.
