  • Demolition activities happen at 901 Helena St; notices were distributed to nearby businesses and residents to inform them of the upcoming work.
  • To accommodate demolition and ensure pedestrian safety, the site fencing was expanded to include the shoulder lane and sidewalk of Cedar Ave. alongside 901 Helena St. This allows for safe heavy equipment traffic during demolition.
  • Kinetic Environmental, LOCAL’s abatement subcontractor, commenced hazardous materials abatement at 900 Spokane St. upon completion at 901 Helena St. 
• May 2025
  • City of Trail announced that the contracts for hazardous materials abatement and demolition of the former CS Williams Clinic at 901 Helena Street and the former Towne Square Mall at 900 Spokane Street have been awarded to LOCAL Industrial Partners Ltd. of Genelle, BC.
  • LOCAL Industrial Partners installed site fencing along Helena St, encapsulating the parking stalls and sidewalk adjacent to the building footprint to ensure safety and delineate the work area.
  • Kinetic Environmental, LOCAL’s abatement subcontractor, commenced hazardous materials abatement at 901 Helena Street. This phase is expected to take until mid-July, with no changes to the current site fencing layout during this period.
  • Frequent bin service is conducted to facilitate the safe removal and disposal of hazardous materials. All hazardous materials are encapsulated and contained in bins as per regulations to ensure no impacts to the public.
• August 2024
  • City of Trail took ownership of 900 Spokane St. by way of donation of the land and building from the previous owner to the City.
  • The City created a detailed plan to demolish the deteriorating building and prepare the site for future development.
  • This planning and demolition was funded using a portion of the $3M provincial Growing Communities Fund grant, which the City received in 2023.

• 1 week for full or partial road closures
• 1 week notification to businesses and residents within 100m of project site prior to commencing demolition
• Notification to neighbours and general public when causing a service disruption to walkway, pathway, driveway, roadway, etc.
• 72 hours prior to disruption and installation of appropriate signage for a general service disruption
• The projects anticipated completion dates are near the end of September.
• The City will be working with Primary Contractor LOCAL Industrial to minimize traffic disruption, noise, and dust as much as reasonably possible throughout each phase of the project. 
• BC Transit will give notice in advance of where they will put the temporary bus stop while the buildings are in the demolition phase in a few months.

What will happen after the buildings have been demolished?

• Both properties will be graded for adequate drainage.

• The City of Trail has established a Major Downtown Development Advisory Committee.
  

• The City of Trail is updating its Official Community Plan (OCP), which is used as a policy tool by local governments for land use planning. 

• The OCP provides certainty regarding the location and nature of community change to residents and land owners, and serve to guide Municipal Councils when making decisions about development, zoning, and services to accommodate growth. The OCP can improve local commercial, industrial and residential areas, and provide the assurance neighbourhoods need to retain attractive and stable living environments.
